In his press conference, Governor Inslee made public his proclamation for “Phase 1 Construction Restart COVID-19 Job Site Requirements” (Proclamation 20-25). The governor was joined by the members of the Construction Roundtable working group which included: * Greg Lane, Executive Vice President, Building Industry Association of Washington * Mark Riker, Executive Secretary of the Washington State Building and Construction Trades Council * Mike Ennis, Government Affairs Director, Association of Washington Business * Josh Swanson, Political and Communications representative, International Union of Operating Engineers Local 302 * Matt Swanson, Carpenters, Political Director, NW Carpenters Union * Dave D’Hondt, Executive Vice President, Associated General Contractors This would include the opening of construction projects currently underway if health measures are followed while meeting social distancing requirements. The return to construction, was not addressed by project by project but tasks that can be performed. Most projects can get back provided that they can be done under these safety guidelines outlined. Safety is the only thing that they care about at this moment. When looking at the reopening of construction they were not focused on projects but the work that is being done. The focus from the beginning when analyzing the re-opening of construction is a plan that is focused by safety and not about specific type of project. The Governor stated that people can resume the work right away safely, if following the attached safety requirements. He stated that he cannot state equitability when other businesses can re-open and opening the state economy today would be too dangerous. Governor Inslee is hoping to start some elective surgeries and outdoor activities soon and will have something out on this in the next few days. This order covers all construction, commercial and residential, as along as, they meet the safety protocols and can be done with 6 feet of separation.
