There is substantial public support for this plan of turning Santa Cruz into a “Promenade” similar to Santa Row in San Jose. It might advisable to start by using the city’s authority to close Santa Cruz for “Art Fairs and Festivals” on a temporary basis to see if it is feasible and to determine if the merchants want to use it to open their businesses beyond their store front. If it works, then start work on the implementation of a more permanent change to the rules for the closing of Santa Cruz (between El Camino and University) Please begin this as soon as possible.
