8 can't wait - please vote ASAP

I am a long time resident of Menlo Park and a business owner in Menlo Park. Like countless members of our community, I'm angered by the unjust policing in this country and in our city. I realize many policy changes are out of your hands and take time, but as city council members, there are some ways you do have the ability to create immediate change and make our community safer. I'm asking you to enact all 8 policies laid out by 8 can't wait ( https://8cantwait.org/ ) 1. Ban choke holds and strangle holds 2. Require officers to de-escalate situations, where possible, by communicating with subjects, maintaining distance, and otherwise eliminating the need to use force. 3. Require warning before shooting 4. Exhaust all alternatives before shooting 5. Duty to intervene: Require officers to intervene and stop excessive force used by other officers and report these incidents immediately to a supervisor. 6. Ban shooting at moving vehicles 7. Require use of force continuum: Establish a Force Continuum that restricts the most severe types of force to the most extreme situations and creates clear policy restrictions on the use of each police weapon and tactic. 8. Require officers to report each time they use force or threaten to use force against civilians. Comprehensive reporting includes requiring officers to report whenever they point a firearm at someone, in addition to all other types of force. The data shows that if you implement these policies, we can decrease police violence in our community by 72%. Berkeley is voting Tuesday to add all 8. Palo alto already has done 3 and 5.
