September 30, 2025 Agenda item I4

Good afternoon,

I will not be able to speak at the meeting this evening so please see my
public comment below regarding agenda item I4)Authorize the city manager to
execute an amendment to the aquatics operator agreement and appropriate
$300,477 from the General Fund unassigned fund balance to sustain and
restore operating hours at City-owned swim centers (Staff Report
#25-145-CC) Not a CEQA project.

Residents of Belle Haven have endured years of being put on the back
burner. Our voices, our requests, our please ignored and here in 2025 we
are facing the same continuous treatment. At this point we want to ensure
that we get the hours we asked for, not hours that are convenient for the
Operator. The operators convenience should not be prioritized over our
communitys needs; b) that City Council works to ensure that the Task Force
has teeth. We need to know what are the reporting deadlines and milestones
for the task force? Who does the task force report to? How are we going to
get the information we need with respect to revenue-cost modeling, staffing
and program logistics? How are going to get programs back to Belle Haven?
(Operator is pulling all lessons and programs)? What will be the process
for implementing the Belle Haven working plan? What is the likelihood that
our recommendations will be taken under advisement by the city council and
city manager? We want this process to be a process that involves us, the
Belle Haven community. We dont want this rushed and thrown together
without sincere engagement and investment. So please keep these questions
in mind as you proceed with your direction and handling of the Belle Haven
community, pool and programs.

Thanks!
