Bay Road speed limit enforcement

Hello, I am writing to request that the City of Menlo Park take some
measures to enforce the 25 MPH speed for Bay Road between Marsh Rd and
Ringwood Ave. It is rare that vehicles using the part of Bay Rd drive
observe and obey the speed limit. I am routinely tailgated and have been
passed for driving near the posted speed limit. The speed limit was lowered
from 30 to 25 in the past year to attempt to reduce speeding but there is
little evidence of it being adhered to or enforced. Cars routinely drive at
35 MPH or faster, with the exception of WAYMOs. Bay Road is a neighborhood
street but has become increasingly used as a commuter thoroughfare.
Speeding, tailgating and passing is a dangerous situation particularly with
bicyclists using the road including school children.

I have voiced my concerns through the ACT Menlo Park app on Sept. 12, 2025.
On September 24, I received a response from the Menlo Park Police
Corporal-Traffic stating that although they regularly enforce the speed
limit they only have two traffic officers. In other words, MP police do not
have the resources needed to enforce the speed limit adequately. The
officer recommended I contact my city councilperson and advocate for
"roadway engineering changes".

One solution to this issue given that MP police is understaffed is to
install speed control devices, such as speed bumps. This was done years
ago on Bay Rd between Ringwood and Willow, and more recently on Encinal
Ave. This technology is available and doesnt require an expensive
months-long feasibility study.

Please address this issue soon before a serious incident occurs injuring an
innocent person. This will likely also be an issue on Valpariso when the
25 MPH speed limit goes into effect. Simply lowering the speed limit
without adequate enforcement does nothing to address traffic issues in
Menlo Park.
