Your Serious Problem:
A Ballot Measure is by definition "Public Input and Participation".
You must NOT even consider Voting to Sue to Ban The Parking Lot Ballot Measure.
And of course: you must not actually sue your voters!
Why?
Because you would violate the MANDATE that requires you to COMPLY with the Law demanding "Community Participation and Input".
The Ballot Measure is: Public Input and Participation, AND it is therefore "MANDATED".
Basis:
Regarding California state law under Government Code Section 65500 et seq:
California law mandates robust public participation in Housing Element development to ensure inclusive planning.
Suing your voters is "OFF THE TABLE !!!"
