Let the Tax Paying Voters Decide.

On December 2, 2025 the City Council made a determination, pursuant to Elections Code section 9215, to place the proposed measure on the November 3, 2026 general municipal election ballot.
The measure would prohibit the City from selling, leasing, donating, disposing of or conveying City-owned downtown parking lots without approval by a majority vote.  Specifically, the measure would require that if the City intends to sell, lease or dispose of City-owned downtown parking lots for any reason that would impact the availability or access to parking, such sale, lease or disposition could not be finalized until such action is submitted to, and approved by a majority of voters. Additionally, the measure would require a subsequent ballot measure following any City determination that the downtown parking plazas are exempt surplus land or surplus land pursuant the Surplus Lands Act.  Such a subsequent ballot measure would have to pass prior to the City disposing of the downtown parking lots pursuant to the Surplus Lands Act.
The measure would also require that if the City intends to make any physical alterations to the downtown parking lots that would permanently diminish the availability, access or convenience of public parking, then the City must submit to the voters a subsequent ballot measure seeking authority to make such alterations, prior to implementation of any such physical alterations.
The City Clerk will submit the resolution adopted by the City Council calling for the November 3, 2026, to the County Elections office.  The County will process and canvas the election on behalf of the City.  Additionally, ballot arguments for and against the measure, as well as rebuttals may be submitted to the County pursuant to the County elections calendar for the November 3, 2026 election.
