Have you gone to the parking ramps in Downtown Palo Alto to see what is OBVIOUS?
Truth: 5 story parking ramps DO NOT "replace surface parking".
Your plan to build state mandated low cost apartments ( with parking ramps ! ) on the downtown business parking lots is FLAWED !
None of the developers have addressed this, because they know what is OBVIOUS!

Lowest Underground level B is Empty
Underground level A is Empty
Rooftop parking is empty
Level 5 is empty
Level is 4 empty
Level 3 is empty
