Mayor Nash and City Council Members,
As a commercial real estate attorney, IF I were in charge of the "Parking Plaza Apartment Project", I would start my feasibility analysis by:
(For a period of at least 9 months)
Blocking off the area in the parking lots that will be affected by the construction of the proposed "Parking Ramp"; including the surrounding area needed for related construction equipment like staff trailers and supplies & materials storage, etc.
Why do this?
This way I can see if the businesses , their employees, their customers AND the Vitality of Downtown Menlo Park are adversely affected by the Loss of their rear store delivery access and Parking spaces.
The negative chaos and damage caused by this experiment seems so obvious that common sense would conclude that "There is no need to experiment with a trial shutdown of the parking lots".
The rational conclusion: If the "Vitality of Downtown Menlo Park is a Priority", then the parking lots CANNOT BE SURPLUS LAND!
My unbiased, professional advice:
Abandon the Parking Plaza Apartment Project, and start looking at other locations, NOW.
