Dear Mayor Nash and Honorable City Council Members,

Composting became law in CA in 2016 with a goal to reduce organic waste by 50% by 2020. The city adopted this in 2021. I do NOT understand why the city has chosen to not begin any enforcement of this law until 2024. I live in a multi-residence dwelling (condo bldg), and I cannot compost at all because the HOA is going to wait until 2024 to start the process since there are no penalties for blowing off the law for 3 years. Is this what the city intended? Many residents here would like to compost and do more to reduce methane emissions, but residents in multi-unit communities, like apartment and condo buildings, are at the whim of the management company or HOA. Isn't there another solution that could allow us to compost for the next two years before it starts being enforced?
