E-Bikes/E-motorbikes
Probably you are already working on the problems associatedwith this. People in Menlo Park, (specificallyin the La Entrada playing field) have been having serious problems with littlepunks harassing/harming others, sexually abusing another kid, and threateningto kill another’s dog, while cavorting around with these bikes. If you subscribe to Nextdoor you can see someof the complaints. Apparently the MPPDdoes not respond to complaints and are allegedly referring to the incidents as noncriminal. Also neither the City nor the County has fully addressed this matter to date. The mostserious problems occur with respect to the E-motor bikes and modified E-bikes.I have personally seen several incidents of small kids (sometimes 2 or 3 on onebike) on these bikes blowing through stop lights, driving on sidewalks andbehaving in ways that harm others. This is in addition to the harm to theenvironment by tearing up/damaging grassland and plants that cost $$ to fix.
I would hope that you could get some legislation enacted in the State that:
· Requires such bikes to be licensed, and havelicense plates
· That a minimum age for riding the E motorbikes (atleast) be 18
· That riders of E-motor bikes (at least) have to passa driving safety test
· That helmets and insurance be mandated
· That there be penalties for parents/guardiansbuying such bikes for under-aged kids
· That there be penalties for riding on sidewalksor in playgrounds/school athletic fields or in parks
· That there be penalties for modifying e-bikes toE-motorbikes
· That there be no E motor bikes (at least) on anyMiddle or High School grounds
