Good afternoon Menlo Park City Council,
The Housing Leadership Council supports the Planning Commission
recommendation to waive the Recreation In-Lieu fee for Habitat for
Humanitys project at 335-355 Pierce Road. Charging impact fees on
city-funded projects is essentially laundering money from the Below
Market-Rate Housing Fund into the Parks Department; its a disingenuous use
of public money the city has raised for affordable homes. Fee-for-service
fees like the various public works fees are also unusually high for such a
small project, but the Recreation Fee is most expensive and harmful to
affordable housing production.
At the very least, City Council should move forward with the unanimous
Planning Commission recommendation and waive recreation fees.
