Council members:
Your fiduciary duty must require that you abandon the downtown parking lot apartments.
You must not continue spending our money on "feasibility studies" and paying legal fees to defend a lawsuit that favors the adjoining property owners. You most certainly MUST NOT help pay for a parking ramp OR loan a developer money.
It is Over!
Start looking at better locations.
