Some last minute thoughts for the full councils consideration:

* RFIs are so broad that the city will then need to do an RFP later on. Overall, the RFI + RFP process takes considerably more time and staff resources.
* An RFQ can be a much faster one-step process. RFQs allow for the city to ask for more specific project deliverables than an RFI but provides a lot more flexibility than an RFP to prospective developers.
* Bay Meadows and Kiku Crossing in San Mateo or 555 Kelly in Half Moon Bay both pursued RFQs without needing RFPs afterwards. RFQs can be one-and-done--saving a lot of city council and staff resources and time.
* The Bay Meadows RFQ is instructive, since the Bay Meadows development was even larger scale than Menlo Parks parking lots. The objectives on page 3 give big picture direction and the development parameters on pages 9-10 provide a few specifications, but overall the RFQ leaves room for prospective developers to define what is possible in their proposals.
* Based on the Bay Meadows RFQ, staff might need another public hearing to get feedback from council on basic community benefits and project parameters (scale, affordability, unit size, design, labor). We may want them to hold that meeting after the city gets preliminary data from its parking study.
