The law does not permit laying/sleeping on the public sidewalk.
More importantly, if this was a loved one ( sister, daughter, mother) I ( we) would take her to a hospital for evaluation.
Also, if you allow people to sleep on the sidewalk, there will be more of it.
It is bad for business. The merchants have told me that they want no more of this "everyone has a right to do as they wish, especially the homeless !"
Even the Governor agrees.
Consider offering this option.
"Madam, You have a choice: agree to be evaluated at the hospital NOW . . . OR : discontinue sleeping on public property."
Nevertheless, I believe it is your duty to take this person to a medical facility to evaluate her status:
Is she sick, is it communicable, is she addicted, mentally ill?
Your observation:

It’s not uncommon for her to sleep holding a rock or a piece of wood, as these items provide her with comfort.
But, "Provide her with comfort"?
A dog would not be left "comfortably" in this condition in Menlo Park.
She ( do you know her name ) is a vulnerable woman. Your next encounter with her "could" be:
"Cause of Death: Public Neglect"
Please perform your duty to take her to a facility whether she agrees or not. . . . OR. Require her to have a relative somewhere who will take responsibility for her.
