I looked through the Staff Report and it is somewhat like comparing apples to oranges. Also, sometimes the Devil you know is preferable to the Devil you do not know. I had a hard time going back and forth from one proposal to another, but below are my comments:

Looking at their schedule they do not have enough hours, especially in the a.m.. They do offer several levels of aquatic exercise: Swan fit, Swan Lake, and Swan strength but they are all subcontracted out. They plan to charge $78/month for the fitness classes with a senior discount to $70. They are offering Aqua therapy at $119/month. However, there is NO THERAPY POOL at least at Burgess.
The other thing I noticed is that the organization seems very top heavy.
This outfit seems to be a “pig in a poke” since they are from a distant location and things do not seem to be definite.

My memory of the SOLO organization is that there were as many problems with SOLO as there were with Tim Sheeper & Team Sheeper over monopolization of the pool by their members. There was a clash with Sheeper over running the pool. I believe this Foster City organization started in schools and that is where it more properly should stay.
The did propose: Adapted Aquatics, Water Fitness, Aquatic Fitness personal training, Water Therapy/Rehab* and Physical therapy*
*The Burgess Pool is not configured for therapy classes which require specific physical plant that is not present at Burgess such as in water ramps and railings that preclude other aquatic activities.
The hours for fitness and aquacize is the most generous of all 3 companies (7-10 am) and their opening hours are earlier starting at 5 a.m. The Masters programonly has dedicated lanes in Spring and Summer.
The proposed fees are Water Fitness $110/month; Laps $55/mth; Masters $100/month
SOLO does list at p. 32 their expected revenue by program and by category of employee.
They also plan to outsource their Triathlon programs.

The proposal is by Team Sheeper Inc. but a lot of the information on the pool website is about Team Sheeper Swim and Sport.
This organization is also top heavy.
They have no adapted water fitness programs proposed, just the Aquafit and so-called “Therapy” classes* which cannot be offered absent a special pool built specifically for therapy.
Masters fees are now reduced from $180/month to $114; Aquafit is $78/month and so called “Therapy” is $119/month.
In the previous list of fees the Masters program charged $180/month and the participants and Team Sheeper Triathletes got fee use of all lap time.
I noticed that one of the people listed as recommending Sheeper was Betty McIntyre. I have been using the pool at least as long as Betty who is a very popular and active participant in the Aquacise classes. She is fortunate enough at 80 to be able to keep up with the energetic aquacize classes. However, many people of her age do not have that ability and would love to have the more gentle exercises that used to be offered at Burgess but were discontinued by Sheeper.
Sheeper’s Masters and Triathlon groups have tended to have experienced much more favored treatment than families or the elderly/incapacitated. There have been times when the pool has been closed to all but the Masters participants.
