On Tree Failures (2 of 4) - Improved Heritage Tree Process

(Here are some ideas/thoughts to the ongoing discussion on Heritage Trees, Tree Failures, Safety, and Canopy conservation. Rather than sending a single large message, Im sending 4 related messages)

The current Heritage Tree Process includes a definition and ordinance - as per https://menlopark.gov/Government/Departments/Public-Works/Maintenance-Division/Trees/Heritage-tree-definition-and-ordinance.

The recent damages caused by tree failures in our recent storms are raising the topic of modifications to the process and definition. I expect the process to be somewhat contentious; here a couple of "easy?" suggestions...

* Deal with Eucalyptus as a special case, following the lead of the San Mateo county that has a streamlined process for removing that species. See https://www.smcgov.org/planning/news/permit-exemption-hazardous-trees-extended-july-1-2023

* Anything that can be done to help educate homeowners on the needs of their trees - existing or replacements - and the impact of different hard and soft artifacts on irrigation. (see my next two emails)
