I am a resident of Crocus Ct and the cross street is this Santa Cruz Avenue section referred to by Ron Snow. In this letter to Council, Ron Snow is absolutely correct to address the dangers to pedestrians and bicycles at the speed most cars travel. It is in the best interest of not only those of us who live along this section, but the City at large to manage and protect all who use our surface streets.
Yes, we need sidewalks.
Not only do cars travel consistently in excess of 35MPH, but they veer over the side lines as they careen along, often looking at their phones. This is death-defying to those of us who walk and cycle this section of Santa Cruz Ave.
Yes, we need the speed limit at 25MPH.
And, of course this limit needs to be enforced. Currently, cars speed up when they see the 30mph sign, even if they are already exceeding the 25MPH. The result is that cars drive 35-40MPH along this section.
Please respect this section of Santa Cruz Ave. as a neighborhood street. After all, that is what it is.

In that attached letter, are excerpts from both the California Vehicle Code and the MUTCD that requires consideration of factors of road conditions, road usage, residential density, and safety issues to be used in conjunction with the 85 percentile analysis that Staff used. Staff only considered one part of that speed setting process and should be required to consider the full code requirements and guidelines to take into consideration all of the unusual, confusing, and unsafe road conditions that justify a reduced speed, as provided by the vehicle code and MUTCD.
Our residents and kids deserve and require a safer speed limit. The current code guidelines provide the means to do that.
