Dear Council,

Thank you for considering changes to the NTMP process at your next meeting. I am in favor of the changes outlined in the staff report since the current NTMP is cumbersome and is rarely used as a result. While we are talking about NTMP, it makes sense to consider the larger issue around street safety that the NTMP is supposed to address.

Suppose we defaulted to a 20 mph design standard on all neighborhood streets, particularly those with no sidewalks. Implementation of speed reducing measures could occur when streets are repaved so that the entire city would meet the standard over time.. Neighbors on specific streets could apply for exceptions using a process similar to NTMP. In order words, default to safety instead of having to apply for it using a special process.
