RHNA is special interest legislation expressly designed to generate market rate housing. Affordable housing mandates only function to systemically amplify market rate development. The actual amount of market rate density is hidden as a function of RHNA and is not visible in the unit mandates. Its scale overwhelms the community infrastructure and will financially decimate established communities, all in the service of special interests.


Without any integration into other policy reforms such as property tax reallocations to pay for infrastructure and service expansions or affordable housing financing streamlining and funding increases, RHNA is actually making the housing affordability crisis worse.


Marc knows data, finance, analysis and how to smell a rat! He is retired as VP and business unit CFO with both Warner Brothers Entertainment and The Walt Disney Company. He served as VP in finance and technology, business, and analysis for over 25 years. He knows his stuff!


Learn how the HCD RHNA narrative is deceptive in support of a non-evidence based, and highly subjective, process. Any link of RHNA to fundamental economics is almost non-existent.


The housing process is the victim of institutional capture by special interests and is inaccessible to those that are on the receiving end. Constituents and communities suffer while special interests prosper.
