Reference our meeting during India delegation visit


Dear Ms Catherine Carlton,




It was great meeting you during the Indian Delegation visit to BootUp Menlo Park.




Taking our conversation further specifically towards building a strong relationship with Menlo Park we are looking forward into
entering an understanding under the ‘sister cities’ programme of Melano Park with Gurugram of Haryana State specifically through
the Startup Eco system.

Let me brief you some of the initiatives already taken by the Haryana state through its nodal agency for implementing and
facilitating the Startup policy in the state namely HARTRON (Haryana State Electronics Development Corporation Ltd):




a) A startup policy has already been in place in line with Government of India’s initiatives to bring entrepreneurship from ground
level so that the young minds will become job creates instead of job seekers.

b) The state has created 30,000 sq feet of built up area in a land of 3.5 acres (aprox. 1,52,000 sq feet) where start-ups are
being incubated in association with two leading industrial association namely National Association of Software and Services
Companies (NASSCOM) , Internet and Mobile Association of India (IAMAI) under their 10000 startup warehouse and 10X Mobile
application initiatives respectively.

c) In the same campus the State has started North Indias’ First Centre of Excellence in Internet of Things (CoE-IoT) with the
support from Govt of India (GoI) and Nasscom

d) For bringing this eco system close to academia and bringing the real socio economic change three more activities have been
collocated:

i) The Gurugram Innovation and Startup Hub is linked with Universities in the State in a Hub and spoke model to make the education
system more relevant to the need of the industry

ii) The GoI initiative for bringing entrepreneurship at village level and for extending Government initiatives to the rural India
through its Common Service Centre (CSC) initiative an academy to train the Village level entrepreneurs on latest technologies and
initiatives of GoI has also coming up been in the same Hub.

iii) Hartron has also entered into an Understanding with United Nations for opening of the UN Technology Innovation Lab (UNTIL) in
the same campus/ Hub which will help the state in bringing women entrepreneurship inclusion along with addressing area specific
SDG’s.




Gurugram being the place in National Capital Region (NCR) of India where almost all the Fortune 500 companies have their presence
which has given a boost to major start-ups to get incubated and start their operations from Gurugram. Within a short span of seven
months the Hartron’s Startup and Innovation Hub has grown tremendously. At present this Gurugram Hub is incubating 38+ start-ups
consisting of 116+ team members having 24 women entrepreneurs at a space having capacity for 200+ start-ups and expanding.




Thus Gurugram being a city with proximity to the International Airport (Delhi), it also houses the corporate offices of global
start-ups or large technology firms such as Uber, Facebook, Google, Airbnb to name few. The presence of BPO’s like Genpact and
Convergys created countless job opportunities and drew young graduates to Gurugram aspiring to work here, unicorns—ShopClues,
Zomato, Policybazaar along with Ola, MakeMy trip, Urban Clap, Oyo rooms etc. coexist in Gurugram with Ernest & Young, Deloitte,
Cisco, Microsoft.




Gurugram employees 5% of the Global BPM workforce and 13% of the total Indian BPM workforce.




Thus presence of industry, academia etc can be further strengthened through its Startup eco system for the growth of this region
and the State. For this through the sister cities concept of Melono Park where Startups are already helping in the economic growth
of that region an agreement between Hartron, being the nodal agency for implementation of Startup policies in the state of Haryana
and Melno Park, California, USA can be entered into for Gurugram city.




Looking forward for building a strong relationship between Gurugram and Menlo Park through its Sister City program for the
economic growth of the state taking leverage of each other’s strengths of building a robust Startup eco system.
