The parking fee excludes many people. I think these events should be held in the council chambers to avoid unnecessary costs.
They should be held after an election in a year with one and especially an election where incumbants are being challenged. I think
holding this event could be interpreted as our city getting involved in an election to help the incumbants win. The remarks will
likely tout successes of the current council. At minimum, the mayor gets a platform in front of a large group of people.
I am on a trip without much time to call the FPPC advice line or opportunity to consult the Calif. Gov. ethics codes but I think
this will violate one or both. It also offers an unfair schmoozing and glad - handling opportunity to the incumbants. I think it
should be rescheduled.
Even if you tape the remarks, the tape will not capture all the opportunities for one on one conversations that will favor the
incumbants. The wise and fair action would be to reschedule.

It’s an opportunity for the Mayor to look-back over the last year. I have seen these events, in other jurisdictions, take place in

I think this event should be rescheduled until after the Nov 6th election. It strikes me that it offers an opportunity for the
incumbents to promote their record to voters in a city paid for event. Even if you allowed equal time, I think the advantage would
be unfair. I thought these were usually scheduled in Dec.
