Dear Members of the Menlo Park City Council.
As a Commercial Real Estate attorney, I have experience with a similar parking issue:
A large Medical Office was purchased by a Dallas Texas corporation and decided to convert the large parking lot and ramp from FREE to "pay by the hour".
What happened?
Patients complained, Doctors and Dentist complained, . . . But the new owners refused to go back to allowing free parking.
Within one year, many of the doctors and dentist gave notice to vacate and the building eventually went into receivership.
My point?
Do NOT change the existing parking lots.
Still NOT convinced?
Do this:
For the next two weeks, block off the parking lots that are in question, and do not allow any parking. See what it will actually be like to go forward with your plan.
Or: find a different location for your housing plan.
