Dear City Council Members,
I am writing in regards to Facebook's Trip Cap (Agenda Item J-1). I am concerned that the City of Menlo Park may be giving up some
of its leverage over requiring Facebook to reduce trips.
The Staff report states, "The proposed amendments to the Trip Cap would also clarify, for consistency, those trips which are
excluded under the Trip Cap." What is not clear from the Staff Report is whether the the exclusions that will be modified work in
Facebook's favor, the City's or are neutral. Given the massive amount of development that Menlo Park is facing it is critical that
every mitigating traffic measure is pursued and that we, as a City, don't give away any of our ability to recoup costs associated
with unplanned travel.
Please do not do anything that would loosen Facebook's trip reduction responsibility. If you redefine which vehicles are counted
this may artificially lower Facebook's trip counts and reduce fines that need to be paid. Currently, without knowing detailed data
on last year's counts and fines paid, and with no analysis of the impact the change will have, you are limited in the amount of
review and discussion you can have on this topic.
It is imperative that the trip counts must be set in way (and without exclusions) so that Facebook must continue to work hard to
reduce trips. Please make sure you understand the full picture of what the new exclusions will mean. Do not rush this decision.
