Over the last several years Ive seen multiple businesses closing through the area and I dont believe the issue is a lack of parking but a lack of local residents. I tlbelieve a lack of affordable housing is strangling the energy from this city. Converting parking lots 1 through 3 to additional multi family housing would increase the number of local residents that would be within walking distance of shops, restaurants, and the theater downtown and potentially revitalize it.
I would like to ask for some clarification in declaring the lots as "exempt surplus land" as opposed to normal "surplus land" are their still requirements for designating a specific percentage of units as low income or very low income units ala Ca code 37364 (c)?
