Changing ways City Council Members are elected

To my City Council Members:

I would like to see a City Council hybrid system, where the majority of members are elected by district and a certain number are elected at large.
Advantages over the current system and over taking the top two votegetters are:

1. A hybrid system would guarantee that chronically underrepresented areas such as Belle Haven would have their neighborhoods represented.

2. It would at the same time prevent a situation where people had a say about representatives from their community but no input about city-wide representation which is important for issues that concern all.

3. It would give people a chance from all over the city to vote for at-large members from different communities. An at large candidate from Belle Have might garner significant votes from other areas too; Belle Haven people might want to vote for someone from another part of town.

This cross-voting would increase the cohesion of the city as a whole, while stabilizing representation from each district.
