Leafblowers - could there be a time limit on how long they are used?

Hello City Council,

Currently gas-powered leaf blowers use by professional landscapers are allowed Monday - Friday (8 am to 5pm) and on weekends for owners.

The time interval of 8 am to 5 pm has no limitation of how long the leaf blower may continuously be operated. Surely the ordinance was not intended to enable landscapers to operate their leaf blowers for up to nine continuous hours. Could a reasonable time limit be placed for continuous use?

Some of the leaf blowing may be overdone. Once you’ve started leaf blowing with your headphones on it can easy to zone out, and customers probably like perfectly clean lawns/driveways (for the two hours this lasts) when the landscaper is finished. One can see why so much leaf blowing is going on, but it is not healthy for the Public or the landscaper.

A reasonable time limit for the continuous use of the leaf blower, maybe 30 minutes for regular lots and a little more time for larger lots might reduce or encourage more efficient use of leaf blowers and hence a healthier environment for everyone.
