As a homeowner who also owns a gas powered leaf blower I would not like to see them banned. Any severe restrictions for them is just fine. For me it is the only easy way to get wet leaves out of my gutters. As a pedestrian and bicycler most gardeners turn them down when I pass. (good). I also see gardeners with electric leaf blowers & and a gas powered generator in a backpack. Might be a little quieter but probably more pollution. Bottom line, restrict them to the hilt, but still allow them.
