City Council: I am attaching a page consisting of sections 8 and 9 of Article 2 of the California Constitution concerning the
powers of initiative and referendum. If SB 50 is signed into law, citizens would have only 90 days to circulate a referendum
petition to suspend the law pending a vote at next year's statewide general election - or sooner if placed on an earlier special
election ballot as explained in section 9. An initiative petition can propose a statute or a constitutional amendment. An
initiative might propose, for example, to add language to the state constitution to give cities and counties some authority over
basic land-use decisions which the State could not disregard. Sincerely, Gary Wesley, resident of Mountain View.
