Dear Mayor Mueller and members of the City Council,
As we begin 2019 and contemplate priorities, I write to express appreciation for the City’s partnership with MidPen. Since the
completion of Sequoia Belle Haven, 90 apartments for seniors on the 1200 Block of Willow Rd in 2017, we have been working with the
City and the Community to develop a plan to revitalize the 1300 Block of Willow Rd. We began this planning work in the summer of
2017 by holding community meetings and study sessions with the Council that culminated in the Council’s action on July 18, 2017 to
affirm a funding commitment to MidPen of up to $6.7M to help financing this redevelopment. Since that time, we have held
additional community meetings with the Carlton neighbors, the residents of 1300 Willow Road, the Belle Haven Neighborhood
Association and the broader Belle Haven neighborhood. Our most recent community meeting was just this past Wednesday evening.
In addition to this work, in December 2017 MidPen held a community outreach meeting to listen to neighborhood ideas and priorities
for the smaller sites we own in Belle Haven, located at 1283 Willow and 335 Pierce Road. We have continued seeking input from the
community on these sites at our recent community meetings in December and January as well.
In order to advance these discussions, we respectfully request a study session to brief you on the themes we heard from the
community. Many of these ideas represent policy questions and we are at a point where we need guidance on which development
scenarios we should analyze for feasibility going forward.
Finally, we were pleased to see that nonprofit developers were listed as potential stakeholders for discussions on the formation
of a Transportation Management Association and also creation of a market affordable housing preservation program. When the time is
right, we would welcome the opportunity to be part of these discussions and continue to find solutions together to tackle the
city’s housing and transportation challenges.
