Re: 115 El Camino - CalWater stamp

I am copying the City council on this email for help.

Hi Rambod / Corrina/ Thomas -- This is my 12th year of effort to attempt to fulfil all your last minute changes/requirements given at the last possible minute requiring hundreds of dollars to rework the plans by Civil Engineers and Architects again and again. Now this new issue of Cal water signing sheets have been open for over a month and we are being given incomplete/inconsistent information which is not clear to anyone including Cal water and west Bay. if these are new rules you must provide a path forward to comply.

I have asked many times to provide a checklist of all that we have to provide in drawings sheets etc. to fulfill your daily changing rules for my project of reconstruction at 115 El Camino Real, Menlo Park. My first meeting with Thomas Rogers was in 2008 and I have been given negative comments from day one not to proceed. I request the City Council to intervene. Please help resolve this issue and define one time what else I have to do to get construction permits.

Hi Rambod,

Sounds like Calwater plans are not complete and finalized yet. Is that the case? Marty, please confirm.
It is ideal to include all public improvements in one set of plans. We have discussed this with all utility companies.
Let’s proceed with our offsite plans if Calwater is not ready to approve yet. They will pull a separate encroachment permit. Add notes to plans regarding Calwater work.

We have connected with Calwater and addressed their comments but I asked 3 different people at Calwater and they all said they know nothing about Calwater "stamping" the project plans. They provide "will serve" letters which I have attached below.

Can you please confirm with me that this will suffice to keep the project moving?

I will be hearing from West Bay Sanitation within the next day or two.

John,

Yes, the City requires these signature blocks for the offsite improvement plans (major projects. You can work on getting these signatures while we try to get on City Council agenda and eventually get approval. Please note that offsite improvement plans doesn’t need City Council approval. Only final map goes to City Council which is almost ready. These two process can happen simultaneously.

Rambod,
I believe a previous project manager added the CalWater and West Bay signature block to the offsite package. Reviewing other projects in the area in our records I don’t see the same signature blocks.

Does the City require these signature blocks? I only ask because it will take some time to gain these entities signatures.

If not required we would propose to remove them and move this project to the public hearing more quickly.
