Woodland Traffic - Actionable Suggestion

Esteemed City Council, We all know the traffic situation is not perfect, but I have at least one suggestion that you can push through immediately. Woodland traffic was backed up since 4pm and is still backed up at 6:45pm. My daughter's bus was 20minutes late from Hillview to Menalto due to traffic, making us late for her orthodontist appointment. Coming home, we had to park at Upper Laurel, because the traffic at 5:15pm was backed up to about Menalto. I was not the only one there. My neighbor was unloading her groceries into her stroller and balancing two toddlers. Here are two recommendations. One is easier than the other and can be implemented immediately (first thing in the morning). Recommendation #1 - Waive overnight street parking restrictions for Woodland & Oak Court residents(40 houses?). I really don't want to have to go back out to get my car tonight after the traffic has died down, but I'm afraid of getting a ticket or having my car towed. You can be assured we won't abuse the waiver because we would rather park in our own homes, but every once in a while, we are stuck. Recommendation #2 - Give Woodland & Oak Court residents credits, rebates & incentives for buying Teslas. If we have to sit in traffic, at least we won't burn green house gases. One of these recommendations is easier than the other. Can you pick at least one? Please? Thanks!
