1-13-18 City of Menlo Park Mayor Peter I. Ohtaki Mayor Pro Tem Ray Mueller City Council Members City Manager Alex D. McIntyre City Clerk Clay J. Curtin City Attorney Bill McClure Public Works Justin Murphy Boards and Commissions Police Chief David Bertini I am notifying the City of Menlo Park, CA about National Security implications that could be connected to the institution. As a result, I have experienced constant harassment and obstruction from law enforcement, health, religious and various municipalities. During the ordeal, I have been hit 6 times by a car as a pedestrian and there have been 30 attempts on my life. There also were discrepancies in the health care I received when dealing with the injuries from the accidents. I have experienced errors, delays and concerns that were disregarded. These actions have resulted in the prolonging of my symptoms. I reported it to the local, state and government institutions, where no investigations were done. I also believe that I am part of an involuntary experiment that tests my reactions toward certain situations under extreme circumstances. Sleep deprivation, hidden substances and gases were applied to test their theories. The information was then used to help the people involved hide their actions for future experiments and money. This has led to fraud, waste and abuse in my health care which need to be investigated. There were also wireless microphones alone with a GPS device detected in my car illegally, violating my civil rights (Electronic Communications Privacy Act of 2012). I reported the matter to the Illinois Attorney General, who did not investigate the claim. The car was towed shortly after by the Chicago Streets and Sanitation taking crucial evidence that was pertinent to my complaint. I have been in court and to various police departments attempting to prosecute, but no one was charged with anything. I believe there is a colluded effort between the different organizations, to deter my effort from resolving the problem. I have documents from the various institutions supporting my claims and campaign for an investigation. The claims have been reported previously to the Cook County Independent Inspector General, Cook County Board President, Cook County State’s Attorney, DuPage County State's Attorney, Illinois House Representative Michael J.
