Hello City Council and City Staff,
Regarding staff report 21-083-CC, I agree with the majority of the findings and support RAC in upcoming repaving of Willow Road. Below are some additional comments.
The "maximized at speeds of 45 miles per hour or greater, otherwise, the car engine typically prevails" in the Caltran report Revised 2006 is likely outdated and does not take into consideration modern vehicles such as EV or quieter engines.
The posted speed limit on Willow Road is 25mph. However, vehicles rarely abide to this speed unless MPPD enforcement is present. (Thank-you for the recent portable speed feedback sign and traffic enforcement officer)
Willow Road from Middlefield to the VA is primarily residential homes. Most of these homes has living rooms and bedrooms at the established setback distance. This is not very far to allow noise to dissipate. Most homes do not have sound deadening measures to mitigate the noise pollution.
I do not know it the published 20 years for RAC vs 15 years for HMA takes into consideration the number and types of vehicles. Willow Road is one of the most traveled and neglected in Menlo Park compared to others. The higher longevity method is needed for a street with this number and type of vehicle.
As I write this email (9pm Monday 4/19), I can hear the consistent noise of vehicles passing my living room. Willow Road definitely needs the improved material for the quality of life of the residents. I cannot imagine any other street in Menlo Park with the same conditions. Ideally, the residents on Willow Road (between Middlefield and Coleman) prefers less traffic; traffic calming; cross walks; and improved safety. RAC pavement and traffic feedback signs is one-step in the right direction.
