Please open Santa Cruz Ave fully tonight + Business vehicle overnight parking

Dear City Council,

Keeping the 600 block of Santa Cruz Avenue closed year-round is ultimately
a disservice to our downtown community. While it really benefits one
business in particular, it creates a barrier that limits traffic and access
to the many other businesses beyond that business towards el Camino.

A more balanced solution would be to implement a flexible system—such as
removable bollards—that allows for temporary closures during special
events, rather than a permanent one that restricts everyday movement.

I regularly hear from customers who are confused as to why the street
remains closed post Covid, especially when outdoor dining is already
accommodated by parklets. At a time when supporting all downtown businesses
is more important than ever, we should prioritize accessibility and
inclusivity over the convenience of one or two businesses.

Additionally, the new ordinance prohibiting parking between 2–5 a.m. is an
unnecessary burden on businesses that rely on their business vans for their
operations. Many have long used these parking lots to store delivery
vehicles overnight—an essential part of how they operate. This change feels
not only abrupt but anti-business, especially given the lack of notice or
consideration for those directly affected.

We urge the city to consider exemptions for businesses with legitimate
operational needs or to implement a permit system—such as an annual parking
pass—that allows continued overnight access. Running a business these days
is already challenging enough. Imposing this restriction without a workable
alternative only adds to the strain and sends the wrong message to the very
businesses that help keep downtown alive.

Thank you,

Keith Quiggins
