Please examine the big picture of how development has evolved under the ECR/D Specific Plan in comparison with what was "sold" to our community through the many years of the Plan's creation. The current Biennial Review's stated purpose is "to ensure that [the Plan] is functioning as intended." It isn't. This is a time to make some deliberate adjustments to ensure future development in the Specific Plan area will support the quality of life of our residential community through the remaining 24 years of the Plan's intended 30-year life.
