Mayor Combs and City Councilmembers:
I am writing regarding agenda topic G2 "Provide direction on potential
options for local amendments to the California Building Standards Code".
AB-130 passed very recently with multiple changes to promote housing in
California and address our housing crisis. AB-130 includes a moratorium on
any changes to building codes, even changes intended to address climate
change. The implementation schedule of the bill provides a small window of
action and I strongly support the effort from our Sustainability Staff to
take advantage of that opportunity. I support the recommendation to pursue
and adopt Options A (AC to heat pump) and Option B (enhanced pre-wiring).
Time and resources permitting, I also strongly support Option C (flex path)
as that would be very beneficial.
