As the City of Menlo Park discusses the annual budget this evening, Id like to suggest that the concept of priority-based budgeting be explored as a budget principle. Local governments like Pittsburgh, PA, Flagstaff, AZ, and Washington County, WI have successfully utilized this approach. Pittsburgh, for example, "was able to identify $41 million in spending that has been repurposed to meet [its] sustainability goals."
