I see an RFP for one issued on May 23, 2018 and then Staff Report 18-142-CC (Aug 6, 2018) Consent Calendar item. Michael S. Frank wrote the report, but I cannot find him listed in a City directory, so perhaps he's no longer employed. If completed, *I would like a copy. * If not completed, I would add ways to allow residents to give the consultants input. *Community Development Department's Mission and Focus -- time to Update * I also think it's time to *revisit the Community Development Department's missio*n. Right now, the focus seems to be on serving large developers at the *expense of residents*. Instead, the department should put residents first when considering how the development will impact their quality of life. I suggest some community meetings related to the Community Development Department's mission. Your department also needs to build in *accountability* via regular tracking and reporting of results based on metrics and performance goals. For example, I have yet to see the Connect Menlo Guiding Principles actually measured. The current approach seems too *driven by developer pressure.* It has resulted in too much reactivity and incomplete/inadequate Staff Reports going to Council. I think the Staff needs more time for longer-term planning, research and staying up on *current laws *such as SB1000*. * I have other comments/ideas, but will keep this brief.
