I received this from the city clerk for the public records request. I have gone through it now, but it has not “PCI” data for each of the streets by district.

For example for Willows - District 2 — where is the details of the street evaluation information and scientific survey data about the street itself compared to say adjacent street.

I see proposed FY25-26 onwards data but where is the historic data from FY20-21 onwards with data collected and used as input for the projects completed through Jul 2025.
Also, who was granted Tenders for these past construction / slurry projects.



Will lookout for that as well.

Dear Savita,
The City of Menlo Park (“City") is in receipt of your request seeking:
Street Resurfacing program and 5 year plan.

In 2025 the city public works / transportation team took up resurfacing program as was published in city website. The report does not provide how specific streets" were selected and what due diligence and data was collected about the adjacent streets in the same 1-mile radius. For example in Willows, we see Pope street, Grayson ct selected but there is no details about Chester, Okeefe, Durham, Menalto streets which are also equally in the same "visual state" as far as pedestrian, bike and car driving conditions are concerned.

Further, the traffic calming data collection and street surfacing program are running asynchronously without due alignment - creating more impact on tax dollars for the city as some of the streets will need additional work for bike and pedestrian crossing details. More contractor hiring and higher project estimates in total over the same period.

Need also detailed timeline how quickly these decisions are made as each of these projects takes years to complete from start to finish -- wasting again much tax dollars with lack of efficiency in program management.
Date Range: 1/1/2021 - 7/23/2025.

This letter shall serve as the City’s formal written response to your request under the California Public Records Act (Government Code section 7920 et seq.).

Under established California Law, the City is obliged to comply with a request for a public record so long as the requestor makes a specific and focused request for information, that information is maintained by the City in its ordinary course of business, the information is disclosable, and the record can be located with reasonable effort. The Public Records Act provides for the inspection or copying of existing identifiable public records; it does not compel the City to create new records, lists, privilege logs or reports in response to a request.

The City is required to determine whether the request, in whole or in part, seeks copies of disclosable public records. Consistent with that requirement, the City has conducted a search and is providing the documents attached as well as the links below:

Pursuant to Government Code section 7922.535(c), the City may extend the time to respond for the following reasons:
The need to search for, collect, and appropriately examine a voluminous amount of separate and distinct records that are demanded in a single request.

The City requires additional time to research your request for the reason noted above. Accordingly, the City will respond again to your request on or before August 15.
