If things run according to script it will be all about policing and next to zero about community. The unfailingly polite police chief..Robert Jonsen.. will be allowed to filibuster for the bulk of the study session ..with rare interruption by one of the seven city council members. Each member will upon the perceived risk of political and professional death... ask the softest of softball questions with the obligation preface about how deeply they respect the police chief and his hard working department.
