Thank you for sharing the draft RFP. I have some feedback and suggestions that I would like to share with you regarding the RFP.
At an absolute minimum, the RFP should include questions to answer, or City Council and Staff to determine separately, the following:
Can affordable housing funding sources be used to build 556 public parking spaces? Eden and Related, both selected to receive the RFP, said that these funds cannot be used for public parking.
How much cost is added to the project because of the congested building space (downtown Menlo Park) the necessity of building as tall as 6-8 stories, and the requirement to build 556 parking spaces? [This is important because it affects the financial viability of the overall project.]
On a quarterly basis, at least, throughout the construction project, how many of the current 556 parking spaces will be available or will have been replaced as part of the project?
