Volunteers are critical right now. During COVID-19, MPC Ready focuses on recruiting Block Coordinators who organize neighborhood support to help neighbors to be self-sufficient during COVID-19. The MPC Ready organizational model is based on the successful structure used by the City of Palo Alto's Office of Emergency Services https://www.cityofpaloalto.org/services/public_safety/office_of_emergency_services/default.asp >. The video details are mostly directly relevant in Menlo Park, including the need for a coordinated system of volunteers ready to help residents to be self-sufficient until the first responders can arrive. I hope that Council will view the short video before your meeting as it well explains the role of the Block Coordinator and the importance of these volunteers following a major disaster. (Before the disaster, the volunteers would focus on disaster preparation.) MPC Ready hopes to leverage the PA video into one specific to Menlo Park (and adjacent County areas). The City's Stated Polices & Municipal Code supports the incorporation of volunteers into disaster and emergency response, and equitable use of resources. Please see the below. Post COVID-19, this plan needs updating and more active working. MPC Ready would be most pleased to participate with the City in that effort. The stated goals in the Emergency Operations Plan support the urgently needed priorities of a focused plan for the City's most vulnerable populations and increased sharing of information. * Emergency Response. During this phase, emphasis is placed on saving lives and property, control of the situation, and minimizing effects of the disaster. Immediate response is accomplished in the City of Menlo Park by timely and effective deployment of local government agencies (fire, law enforcement, EMS (page 16) * The City of Menlo Park will give priority to the following operations: ? Dissemination of accurate and timely emergency information and warning to the citizens of the City of Menlo Park ? Situation analysis ? Resource allocation and control ? Evacuation and rescue operations ? Care and shelter operations ? Ensure adequate resources, facilities, and other support for emergency response equitably throughout the City. * S1.35 Community Preparedness. Encourage improved safety programs for schools, institutions and industries to promote greater public awareness of all types of hazards and appropriate responses and support the San Mateo County Office of Emergency Services’ program on emergency preparedness. * S1.36 Emergency Notification System. Continue to support and improve on the Emergency Notification System for disaster information release in emergencies. * S1.39 Emergency Preparedness for Sensitive Populations. Review and improve disaster response capabilities, recovery operations and evacuation planning for sensitive populations in the event of earthquake or other disasters. MPC Ready has written the Police Chief with a request that the MPC Ready efforts be included as part of the Emergency Operations Center. We want to keep the EOC more directly informed and to be aware of what's most urgently needed. The MPC Ready Board, and our counterparts in Atherton and East Palo Alto, have given the Police Chief a standing invitation to join one of the evening "Office Hours" meetings. Mike Noce, City of Menlo Park liaison to MPC Ready, routinely attends and Mayor Taylor also periodically participates. We also invite all Council members to periodically join us too.
