By now there should be many recommendations on the table to reduce the City’s budget. While it may be difficult to bring an outsider up to speed on sources for these cuts, there would be fewer fiefdom’s to protect, less finger-pointing, and perhaps some clear eyes. Cutting is hard, but your constituents expect it. The debt is already a true embarrassment..
