Menlo Park City Council, Founded 1976, The National Organization of Black Law Enforcement Executives (NOBLE) has served as the "conscience of law enforcement" by being committed to justice by action. NOBLE represents over 3,000 members internationally, who are primarily African American chief executive officers of law enforcement agencies at federal, state, county and municipal levels, other law enforcement administrators, and criminal justice practitioners. NOBLE addressing critical issues that are germane to improving both the law enforcement profession and its service to our community. NOBLE's motto, "Justice by Action" is consistent with our effort to pursue our goals by conducting research, providing training and professional development opportunities, addressing relevant issues and performing a variety of community outreach activities. As an example, members of our Chapter have facilitated NOBLE's "Law and Your Community" training, a hands-on, interactive program designed for young people ages 13 - 18, designed to improve police/community relationships. NOBLE strongly recommends using an outside entity to conduct independent 'use of force' investigations, consistent with the recommendations outlined in the Final Report of the President's Task Force on 21st Century Policing. We also recommend, in the spirit of transparency and as permitted by statute, Police Departments take all measures to ensure that the community is kept abreast throughout investigations. The San Francisco Bay Area Chapter is committed to community outreach.
