Dear Council,
Regarding item J3, I urge you to follow staff recommendation C and order
a report pursuant to Elections Code section 9212.
The city and the voters deserve to have an assessment of the impact of this
ordinance *before* the matter is put on the ballot, including but not
limited to:
1. Its impact on the availability and location of housing, and the ability
of the city to meet its regional housing needs.
2. Its effect on the citys ability to meet its goal of Affirmatively
Furthering Fair Housing.
