Utility User Tax Dishonestly Sold to Voters

Dear City Council
The utilities user tax should never have been passed in 2006. I was then on the City Council. The city manager who suggested that tax inorder to shore up city coffers, neglected to tell the city council or the city what he already knew --that we had a $3million surplus that year. The info was revealed by him immediately before the election.

Yes. He knew it. We did not. It was a ballot measure which would never have been offered if the City Council had known, and would never have passed had the residents known. It passed by just 45 votes.

Not surprisingly, the city manager (Dave Boesch) left the city shortly after to become San Mateo County Manager. Again, I believe he knew of the appointment. We did not.

Staff will always support taxes. But, IMO, the UUT in Menlo Park was dishonestly sold to the voters, and should be put up for a vote again.

Thanks, Mickie Winkler, City Council Member 2006
