Dear Council,
I am writing to propose a practical, lower-cost alternative to the
long-discussed bicycle and pedestrian tunnel under the Caltrain tracks,
most recently estimated at approximately $60m with a current funding
shortfall of $40m.
The attached Big 5 Bikeway plan focuses on reconfiguring the Big 5 parking
lot to create sufficient width for a separated two-way bicycle path
adjacent to Caltrain.
Key advantages of this approach include:
• Delivery of a safe. comfortable path between Caltrain, Middle Plaza,
Roble Ave, Middle Ave, that is already informally used by many pedestrians
and cyclists.
• Avoidance of major utility relocation, Caltrain service disruption, and
extensive tree removal
• Use of permeable materials and optional solar canopies in place of
construction-related emissions
• Ability to implement incrementally, at a fraction of the tunnel cost
I am not suggesting this approach permanently replace a tunnel project. I
am requesting that it be evaluated as a viable alternative or interim
solution that could deliver meaningful safety and connectivity
improvements, while preserving future options.
