Citys Financial Trouble Question

Mayor Nash and Council members:
I watched the June 2 "Question and Answers" regarding the Parking Plazas:

IF the city is in Financial (Deficits) Trouble, you must not spend up to $100,000 on a consultant to do a "financial study" of the 3 developers proposals !

You should wait for the result of the ballot vote(s) and the lawsuit.

If you lose the ballot measure, OR the lawsuit, or the "follow up Ballot", the money is wasted.
Remember:
The probability that you will win ALL 3 challenges is a VERY LOW 12.5%
(I was an Actuary before I became a lawyer)
Also:
I have conducted many depositions and this Q&A was the same format.

My opinion:
The answers were "Red Flag" unacceptable:

Paraphrasing from my memory:
Councilman Schmidt asked: Is it either a parking ramp or union wages, but not both?
Answer: its not black and white, its a maybe yes maybe no.
Councilman Schmidt: What is your biggest fear?
Answers: Ballot measure, Delays, Lawsuit, Money Sources.
Conclusion:
If I was a developers, I would do what the previous developers wisely did:
Walk Away!

If I was on the city council, I would Abandon this project.
