You will be convinced that a Multi-level parking ramp will NOT Replace the surface level parking Plazas.
Levels A&B (below street level) are EMPTY. Levels above 2 are EMPTY.
It is CONTRARY to Human Nature to expect people to park INCONVENIENTLY (and unsafely).
Please be honest and admit that a multi-level parking ramp will NOT replace the surface parking (As you required and PROMISED ).
